On December 10, 2010, The Board of Directors of the International Fund for cooperation and partnership of the Black Sea and Caspian Sea decided to establish a Commission on Innovation and Investment. The director of the Branch IFBSCS in Russian Federation Mikhail Zernov was elected as the Chairman of the Board. The Creation of a commission was preceded by the work of two branches - Turkish and Russian of promoting innovative wastewater treatment technology developed by the Russian company ECOS. At the end of October, 2010 in Ancara a Russian delegation headed by the chief executives of the Russian Branch of ECOS presented the stations with zero emissions "Megapolis" - the newest development of the company. 

During the visit, the Turkish branch of IFBSCS (Mr. Ismail Safi) organized meetings with the leadership of the ruling in the Republic of Turkey Justice and Development Party, heads of relevant ministries, the Ankara water utility, municipal bank. The Turkish delegation continued its work on the project, arriving on a return visit to St. Petersburg on 7-9 February of 2011 in order to review the operating station, "Megapolis" in the Leningrad region. The visit was preceded by the work of Russian and Turkish experts on equipment selection and constructive solutions, in accordance with the requirements of ministries and departments of the Republic of Turkey to the water treatment.

Currently, the Commission is working on finding promising innovative technologies to promote them in the region, a registry of potential investors is being created, the algorithms of work are being developed.
